About the Grant
The California Department of State Hospitals (DSH) is administering the IST Infrastructure funding to increase California’s residential treatment housing capacity for individuals designated IST.
Eligible Applicants
- California counties that execute a contract with DSH for an ongoing diversion and/or community-based restoration (CBR) program
- Non-county entities with a signed Memorandum of Agreement or partnership agreement with a county

Definitions
Supportive Transitional Housing
Supportive Housing: No limit on length of stay, occupied by the target
population, and linked to onsite or offsite service that assists the
supportive housing resident in retaining the housing, improving his or her
health status, and maximizing his or her ability to live and, when possible,
work in the community.” (Gov. Code, § 65582, subd. (g).)
Transitional Housing: Buildings configured as rental housing
developments but operated under program requirements that require the
termination of assistance and recirculating of the assisted unit to another
eligible program recipient at a predetermined future point in time that shall
be no less than six months from the beginning of the assistance.”

Board and Care
Approval LetterFormer term for Licensed Residential Care Facilities (RCF) which are Non–medical facilities that provide room, meals, housekeeping, supervision, storage and distribution of medication, and personal care assistance with basic activities like hygiene, dressing, eating, bathing, and transferring. (2 CA Code of Regulations (Westlaw), § 58032) RCF facilities work in conjunction with the Care Coordinator Agencies (CCA) to ensure participants receive individualized care in a homelike and community
setting.

Adult Care Facilities
Adult Residential Care Facilities (ARF) provide Assisted Living Waiver
(ALW) services to participants, allowing them to maintain independence
and continue to receive nursing level of care as needed. ARF facilities
work with the Care Coordinator Agencies (CCA) to ensure participants
receive individualized care in a homelike and community setting.
Recovery Residences
Recovery Residences are privately-owned homes or complexes that
provide housing for adults with a substance use disorder (SUD) or co-
occurring disorder. They serve individuals currently receiving outpatient
SUD services or enrolled in recovery services.
Supportive Staff
Supportive Care includes physical, psychological, social, and spiritual
support for patients and their families. (NIH/NCI)
Therapeutic and Wraparound Supportive Services
Mental Health Wraparound Services can include case management,
counseling, medical care and health services, family services, social work,
housing assistance, and dietitian assistance.
