What happens if project construction is not complete by June 30, 2028?

The RFP section 1.1 states, “All funds must be expended by June 30, 2028.” The state funds are currently encumbered under the AHP contract. Once AHP disburses 100% of the allocated funds to a county, the June 30, 2028 deadline has been met.

The project does not have the same timeline as the funds, and DSH understands that there may be construction delays. However, the project application will have a timeline for the county to follow.

Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
